Well, I suggest starting out with:

https://invisionfree.com/ (For Forums)

https://members.freewebs.com/ (For a Personal Webbie or Whatever)

I own sites hosted by both of those, and I REALLY like them. They are easy to use, for great sites ^^

Alrite,do you mean a forum like this,or a normal website.

If you just want a normal website,freewebs is the way to go(freewebs.com)

I'm not sure how to make a forum just like this one, but proboards.com has a similar free forum maker
