How to get Kutchipatchi?

So I'm running two V3s at the moment and when they're adults, get married and have kids, I'm gonna stop running them for a bit and start up my V4 and I was wondering how do I get Kutchipatchi? Becasue I know he's a certain skill set but I'm not sure which and is he a good care character? Thank you

You simply need to have a boy, not give it very bad care, and make sure the flower skill point is at a higher number than the others.
