Not the preschool teacher, but when you get a [!] letter in the mail soon after your toddler turns into a teen, you are taken to school where you see Mr Turtle. At this screen if you press A, you can scroll through the three teachers.

They each specialize in a certain set of skillpoints:

Mr Turtle - Intelligence (The Pencil)

Mr Canvas - Social (The Flower)

Ms Flowers - Arts/Fashion (The star)
