It is because you need to donate three separate times that total at least 5000, 12000 and 30,000. That's why donating 3000, 2000, and 1 works because it satisfies the three separate time rule and the 5000 first code.

You don't have to give more than needed, you just need to satisfy these conditions. (3 separate time condition + enough amount = code) So giving 2000, 2000 and 1000 will give you the first code.
