Do you have a photo? The closest thing to a robot with a scarf on its neck I can think of is Masktchi, a poor care character. h34r:

Another robot is Androtchi who is also gained by poor care. Could you describe it more?

Androtchi isn't a universal character on the V4, so I'm guessing either Masktchi h34r: or Gozarutchi, which is essentially a ninja.
