No, Pipotch isn't rare. The "Rare" characters on V3 are:

Oyajitch

Otokitch

Ojitch

Nazotch

No, Pipotchi isn't rare.

The only characters on V3 that could be called rare are Oyajitchi, Nazotchi and debug-only characters. I wouldn't say that Ojitchi and Otokitchi aren't rare, they're just normal oldies.

And karoline, Bill isn't rare on V3, you probably looked on some sort of P1 information page, didn't you?
