I'm sorry to say this, but I don't think anyone will give you a Kyogre. They are very rare and desired. I could try to hack you one, but-

1. It does not unlock Rayquaza.

2. It's hacked.

3. I lost my DS.

hmm, well that sound too risky, ill keep on looking... ill prob just end up buying heart of gold.

HeartGold is nearly identical to SoulSilver, it's not worth $40 extra dollars to buy the exact same game for one virtual Pokemon. Perhaps you should offer something to trade. By the way, there are many people on animalcrossingcommunity.com that have a Kyogre and might be willing to trade. Also, it's not risky to have a hacked pokemon unless you hacked it. I have never once experienced a problem or set-back using Action Replay, though.

An easier way to get a trade is to just give the Kyogre back after you're done with it.

My sister owns HeartGold and I am wondering if maybe I could trade her something for the Kyogre once she gets it.

(I have SoulSilver.)

If you get a Kyogre from D/P/P, and trade it, IT WILL NOT WORK IN GETTING RAYQUAZA. I HAVE TRIED IT.
