How do I get a Pyonkotchi at the V4?

Well, Pyonkotchi is a 'Universal Adult', which means it could come from any teen. Try getting a 'universal teen' (In your case, Ojyotchi or Hawaikotchi). You will have better chances of getting a Pyonkotchi that way.

Unfortunatley I don't know how to get a universal teen, sorry.

As mew said, Pyonkotchi is a Universal Adult. The best way to get a Universal Adult is to neglect it as a teen and let it have low skill points. And I don't know if this matters, but try raising its Intellectual Points (Pencil icon) to have a higher chance of getting a Pyonkotchi.

And you could get a universal teen by taking the same care as when you want a universal adult, but just with a toddler.
