i was reading a sign in tamatown for v4 or 4.5 and it says if you get 900+ of social skill points and a total of 1500+ skill points it create 3 special characters. is this true??

It's likely that this is a mistake on Bandai's behalf, as there are already 3 secret characters available but by a completely different method. However, it's unknown if anyone's actually tried to test this theory.

IT is true, if you get the specific character to 350+ and 450+ total skills you will get a special character.

Intelligence - Only Mametchi into Tensaitchi

Fashion/Arts - Only Memetchi into Makiko

Social/Kindness - Kutchipatchi into Nonbirtitchi
