EVs (effort values) are points in stats (ATK, DEF, SPDEF, SPATK, SPEED, and HP) that you get from battling pokemon. Let's say you battled a Machop. The pokemon that beat it would earn one EV in attack (Because Machop is toughest in attack). It's how people train to max out stats. Here is a detailed page about it.

Either Pal Park them or use the PokeRader for a Mareep.

I can always breed a Mareep, though if you want one.
