Please could you tell how to get the access to the Friends Plaza, and make a description of it?

If {all four Ta Ma To Mo letters are lit up} and {at least some of the right-most colored segment of the friendship bar is filled in} and {you have at least two friend stamps} then your character can travel to Friends Plaza, and meet other previous friends you've raised.

At Friends Plaza, you'll see your character and a previous one you've raised, have a conversation.
