tama-id.com can be accessed only with certain Japanese cell phone models, and only from within Japan.
januswon, a blogger living in Japan, has assisted Tamagotchi-iD users outside of Japan by gathering many of the downloads available from tama-id.com into a .zip file. Here's their blog page containing download links to the .zip file:

Download the .zip file to your PC then extract it. You should then have about 450 .jpg files. (Note: never edit the download .jpg files. If you attempt to edit them, you'll wreck the data inside them and they won't work as download files any longer.)
Some people have had some success using a USB-IR adapter to transfer download files, but most people transfer them using an IR-equipped cell phone.
Transfer the download files to your cell phone. The easiest way to do this is to copy them onto a micro-SD card (or whatever type of media is useable in your phone.)
In your cell phone's file manager, navigate to one of the download files, then select More (or Menu, depending on your cell phone model) and select to Send it via IR.
On your Tamagotchi-iD, activate the connect icon, then select download. Point the cell phone's IR port and the Tamagotchi-iD's IR port towards each other. The cell phone will connect and send the download file to the Tamagotchi-iD.
