Do the items in the Market and the TamaDepa ever have a different selection of items in them? And also, how would I buy the rainbow watering can?

No, the items in there are the only items that will ever be in there. The other items you can get are obtained by growing trees, connecting, entering passwords and going to the lottery.
You get the rainbow watering can from the lottery, from the rare "gold" ball. There are a few other items you can get from the lottery as well.
To go to the lottery, you must have one or more prize tickets. Price tickets are awarded to you when you buy something from TamaTamaMarket (1 ticket) or the TamaDepa (3 tickets).
