What care factor influences Tama-Go characters

I had a Belltchi and gave her 2 care misses, but she had a full training level (15). She evolved into the perfect care teen Shelltchi, was it because of her high training level? Does training influence growth or does care?

The training level is, to my knowledge and discovery, the main influence. The Tama-Go's lose hearts quite frequently, so I was down to zero hearts a few times, but my training bar was full, so I got the perfect characters. This can be good or bad. Good because getting perfect/horrible characters is easier. Bad because getting those in between is more difficult.
