What is the Validating Group?

I wanted to see who was online, so I went to the main page, and I noticed that a lot of members' names were in grey. I clicked on one to see what group that represented, and it said "Validating Group." What is the Validating Group?

The Vaildating group is just a group that hasn't been on in heaps long, Its kinda like Unregistered but not quite.

Hope this has kinda helped, I can't really describe it.
