I think you have to wait 1-2 hours before the shop restocks.

On the Tama-Go, the shop restock times are 7:30 AM, 11:00 AM, 3:00 PM, and 6:00 PM

You can force a restock by setting the clock to one minute before one of those times, then waiting for the clock to tick over to the restock time.

What time does the shop change on the TMGO?

For me, it changes at different times. Occasionally it's a 48 hour thing, while on other times, it can be as short as 40 minutes. It varies. Try yours throughout the day and see if you're lucky.

It changes every 3-4 hours for me.
