on the tamagotchi iD L growth chart, it showed numbers saying how many care misses you need to get that character. what exactly does this mean?

In general, a care miss happens when you let either the hunger meter or the happiness meter (it's not recommended to let them both empty at the same time) empty completely and you don't respond to it while the attention icon is lit (for about 15 minutes). A care miss is exactly like it sounds: you (deliberately or not) miss caring for your Tamagotchi when it calls for it. After 15 minutes, the attention icon turns off, and voilà! That's your care miss. Make sure after you get a care miss that you bring the meters back up to above empty and/or give your Tamagotchi some medicine (it'll usually get sick after a care miss is made)! So when a chart talks about care misses and characters, it's the number of care misses you need to get in order to get that character. Hope this makes sense!

Just as an add-on to what OST said, the characters with the least care misses are the "perfect" characters and the ones with the most are the "bad-care" characters. It has gotten a little mixed up with the iD L (imo) with some of the best care characters from other versions being 6+ care miss characters.
