If you want to advertise something - your web site or a reply you have posted on TamaTalk, you have to put the link into your signature message (this appears on each post you make on the TamaTalk forums).
You're not allowed to make topics asking ppl to visit your site (or look at another TamaTalk post you've made)
You're not allowed to use TamaTalk's PM system to advertise your site / post to other members.
