Are tama V3's out in The Uk or Wales?

Just wondering 'cause I wanted to get my cousins both one for there birthdays but I don't know if they have one if they are out in the UK!

Yes they are and have been since mid April. Bandai UK sell them on line, Woolworths have them too, Argos (though they may not be in the catalogue but behind the counter), I got one in Toys'r'us, so basically, yes.

I live in Canada too!! I got both my Tamagotchis at Wal-Mart (actually I got my V1 and 2 V3s there but my first V3 broke so... yeah). They're out in almost all of USA, UK, Canada, and all these other places. (doodala doodala) I did that because I was pretending funny business.
