On the v4/4.5, I don't think any characters can be really classified as "good" and "bad" characters. Most characters come from decent to good care. The universal characters, however, are generally considered the worse characters to get.
Since Boxertchi/Bokusatchi is a normal character, I'd say he's a good character if you like him ^_^
