if so do i have to have a honey/love potion, i hear some ppl say that u don't need honey/love potion to

u can choose any way the potion makes it more likey and without it u have to connect a lot

yes they can.In fact any version can mate with each other except for version 5.And you don't have to use the potion.If they become best friends, then eventually (through some more connecting)your tamas will mate with each other.

You can mate two differrent versions. All the time.

You don't have to have love potions to mate from another version!

And yes, you can mate your V2 and V3, any Tamagotchi can mate with any other Tamagotchi, except for the V5 (which can only marry with other V5s, obviously).
