Unfortunately, you can't. MS Paint is just a standard program which doesn't have a lot of cool features, but people make masterpieces on MS Paint, remember that.

You get that feature if you get Paint Shop Pro (Insert version here) which can be downloaded if you search it up on Google for a 30 day trial, and Photoshop probably gives you that feature, but you have to buy it. :/

Anyways, you can always ask someone with Photoshop or Paint Shop Pro to do the tilt feature for you.

You can right click and tilt it 90º, 180º or 270º.

If you don't have any other programme, you can always put the image on Word and tilt it with Format of the Image. Then you could copy or take a screenshot of the image and copy it back onto paint.
