Do Tamas have to be a certain age to Connect?

Well, is the connection menu set to Ver. 2 on both of them? If it is, then press the middle button once, then it'll go to the Game/Present menu. Select whichever one you want to do. I wonder why it's not working.

Yeah, you can connect with all different ages of tamagotchis. I can even connect with the baby.

Well if you are connecting outside the sun might ne interfereing. So try to connect outside.

Probibly not. My friend could only connect until it was an adult.
