Well, in their Friendship books you have to have all four hearts.

Also, make sure that their opposite genders. If they're both males, nature says it won't exactly happen.

They also have to have been Adults for 24 hours, without pausing. If you paused, you'll have to add how long they were paused onto the 24 hours.
