How on earth do you get Nyatchi?

I was just wondering as when I get my v3 I am hoping to get a Nyatchi, but I have not the faintest clue how... My idea of bad care enever gets me the bad ones, and I don't know how highly ranked he is? Is the charcter chart on this site for v3's in order of ranking? Please, anybody have any tips, or has anybody got Nyatchi before on a version 3.

Get the costume and make your tama wear it and it will be a nyatchi!

Oh, so you can't actually get your charcter to be Nyatchi forever? If so, where do you get the costume from? Is it in the shop?
