It's called Pochitchi. It's a V2 character.

Pochitchi is just a regular adult character on the V2. Nothing special about him whatsoever.

Pochitchi is from the Generation 2 Tamagotchi (released 1997). According to Mimitchi.com, on the Gen2 Pochitchi can be hard to get.

As for Pochitchi on v2, I'm not sure how hard it is to get him/her.
