Most likely fake. I'm not aware of legit Dinkie Dinos being in packages other than ones saying Dinkie Dino or RakuRaku Dinokun (though plenty of fakes use these as well).

The company that issued this, Manley Toy Quest, was a legitimate company. However, there were bootleg Dinkie Dinos containing innards from Hitorikko virtual pets even back then.

I'll err on the side of caution and agree with Jhud on this one.
