Not sure, but you can use Puffin Browser. It's a web browser that supports flash even to this day.

You can use Ruffle (Only works with AS2), but i recommend using Puffin Browser for Android and IOS. It uses a cloud service for running flash apps (explains why it's so laggy), and the sound is low pitched.
