loosey goosey?

Hi, i don´t know where to post this, i while ago i heard this phrase "loosey goosey" and i don´t know what it means, so i´m asking if maybe you know what it means?

There's quite a few meanings. Some clean...some not so clean. The most common meaning is someone who doesn't care for the rules.

I've also heard this expression before. I know what it means but I think I've forgotten.. And I looked it up on Wikipedia but it failed on me, with the whole "No results found" thing.
