Make-up is just a fun item that can be used only on an Adult Tamagotchi. You need to also buy a mirror for the SHOP in order to see your Tamagotchi wear the make-up on its face. 
I don't think they are going to open the other places at TamaTown up. When the Tamagotchi Version #4 comes out, there will be more places to visit.
