On the v4.5, Mametchi is the best male Universal character.
I don't have a v4.5, but I have gotten the best female Universal character on my v4 (Pyonkotchi). Perhaps if you follow the same procedure when you get a male on your v4.5, you may get Mametchi.
What I did was I cared for my Tamagotchi perfectly, but I never played games or fed any stat-raising meals or snacks. If I remember correctly, when my Tamagotchi evolved into Pyonkotchi, it weighed 99lb, had no skill points whatsoever but had full training and I only ever let it drop one heart before I cared for it (by feeding the default meals and snacks). After it evolved into Pyonkotchi I raised its skill points so that it could get a job.
