Me and my sister tried when two tamas were 5 and 6 with love potions and it didn't work. Can anyone help? I mean like mating a v4 and a v3 together.

Yes, a v3 and a v4 can mate. Just keep on connecting, and be patient.

All versions can mate with each other. using the potion helps speed things along, but you still have to connect a couple times before you get babies. Make sure your tamas have four hearts on their friendship screen.
