You dont have to do anything special, but heres what u have to do:

Make sure u have a girl, because you can only get it if ur tama is a girl.

Take REALLY bad care of it. dont play nearly any games and keep it at a really high weight!

Sorry, but why do you want a masktitchi? They are cute, but the least rare of the girl tamas.

So all you have to do is take really bad care of it. Masktitchis are universal adults, which means that you evolve into them only if they are neglected, really fat or don't have good training or skill points.
