Chimchar is a glass cannon, taking and dealing heavy damage. Piplup is a brick wall, taking little damage, but dealing little damage as well. Turtwig is a happy medium, but its final evolution isn't as great as the others.

My suggestion? All of them are flawed in one way or another, but Turtwig is my pick.
