How do you get the smart family on famalitchi?

Is there a perticular way to get them?

Or is it just by luck/chance?

I can answer both of your questions:

The smart family can be gained by picking the first option when it calls for bonding (with music). Also, try and get as high a bonding percentage as possible and take good care of your tamas.

The matchmaker doesn't come by itself on V5. When you're tamas are adults, go to the Dating TV Channel (on the TV button) and the matchmaker will be on that TV channel and it will find a pair for one of your tamas. If it doesn't work, it just means that your tamas aren't old enough - keep trying!
