You don't always get the character you want. It depends on how good you cared for it and your skill points.

I have never gotten a character I wanted [not including debugged].

It depends on the care you give it and the skill points, as mentioned above.

Other than that, it is totally random.

Do you mean: your female Ringotchi evolved to a Mametchi instead of a Mimitchi ?

Are you certain that it is a V4? If you are, then it is not normal, since Mametchi is a male character. You must have a glitch if so.

whats a mamatchi on a v4??? do you mean memetchi? Otherwise you should look at a growth chart. cuz i think its possible

Well as others mentioned you have to train and care for you to get the character you want. If you check the lists, you can probably get what you want according to the skill points.
