The code tag I think is for whatever is in the code box, is a code, and when using a browser like Internet Explorer, which selects the whole page, you can simply make it select whats in the code box, like for example a skin. You put the skin html and coding in the code box, and you can simply copy and paste the interior of the code box to the CSS box (example).

It also doesnt allow BBCode inside:

Eg:

To do bold you use [b]Text[/b]
To quote: [QUOTE]blahblah[/quote]
