where you need 350+ skill points when It's already an adult? My tama's an adult, and she still goes to school. If I get her 350 skill points, can she still turn into the special one? (version 4 and I want her to be the fashion one)

No worries! An adult still can changed into the special character as long as you get 350points in the specific points and the total skill points(pencil,sparkle,flower) is 450points.
