Also I noticed they spell Hashizotchi/Hashizoutchi Hoshizoutchi.

The reason it is most likely called "Japan Race Game" is because it was first on e-tamago.

That is what I am guessing.

It is basic html, i use it to make my web site better, you know the blinkies? these things, they are made with html for example the colour code for pink would be FF00CC basicly html is a whole lot of mumble jumble to create things
