walmart WILL have them (doesnt have to be in stock though) and cheaper, true. i dont live near one, so i wouldnt know.

1.No v4 does not have treats.

2.To get a U.F.O on a v4 it will be randomly sold in the shop for 50,000 p(yeah,lots)

I got mine IRL at Taret. there was a good amount in stock, not a whole wall full, but...
