It's been bothering me for awhile and I feel a little weird for asking it but what does this: <3 mean?

 

I tried to look it up but some people were saying it's a heart and others were saying it is an anime face Can someone explain. xD

You hold down alt and press 3 on the number pad. and it should be ♥. How do you do it **UrItChI**

If you're using a dell laptop like I am, i think you have to press FN before alt and 3 on the number pad. :3
