Yes, on the V2 the matchmaker did come at certain time. I am relatively confident that they are the same on the Version 3.

The matchmaker comes once your Tamagotchi has been an adult for atleast 24+ hours, which depends on what Tamagotchi character you get etc.

The time slots in which the Matchmaker arrives is:
