I'm sorry, I'm really not sure on that one. Sometimes I think getting a certain character is just luck.

To get Togetchi you need a teen character in the Meme Group - Gourmetchi or Hinotamatchi.
You also need to start collecting lots of "sparkle" life skill points.
For this you need to choose the Ms Sunflower character as your teacher at school because she gives sparkle points when you go to school.
Once you get the teen games you need to play DANCE more often than SHAPE or FLAG because DANCE gives you sparkle life skill points.
