What's so special about the special characters

I've got, so far, a Shirosubutchi>Mizutamatchi>Young Memetchi and hoping to get to Memetchi and getting the special character (Is her name Makiko?) I've gotten into the Meme family and need some more points if I want to get 450 total skill points.

I've been wondering why is a special character special. Please answer this question if you can.
