Who closes topics

I'm pretty new to this site and I wanna know who gets to close certain topics. Cause when a Topic is closed I usually see *closed* on the last reply? Can someone give me answers.

Yeah admin picks them every month. He/She only picks the people that help, are good, nice, and leaders. Theres a topic pinned in "Whats on your mind" about TamaGuides. Go check.
