Well, it depends on what version of tama you have. If you have a v3, nothing will happen. If you have a v4 or v4.5, you will see a close up of your current tama. This is especially useful if you are trying to diagnose the species of tama you have.

The cap and gown are in your "souveneirs" in the same menu as "items". Just keep scrolling and you will find it. then you select souveneirs and scroll down them until you find the cap and gown. There are 32 different souveneirs.
